Peter McWalters joined the Council of Chief State School Officers in July, 2009 and served as the Interim Director of Educator Development until February of 2011, leading the strategic planning process that resulted in the formation of the State Consortium of Educator Effectiveness (SCEE) and co-chaired the Committee that revised the 1992 INTASC Core Principles, resulting in the release in April, 2011 of the Interstate Teacher Assessment and Support Consortium (InTASC) Core Standards of effective teacher practice.

On March 19, McWalters will discuss the current state of reform initiatives that focus on teacher effectiveness as being central to the advancement of student learning. He will connect-the-dots between the Common Core Standards and teacher effectiveness.  Additionally, he will review the roles of the institutional stakeholders:  the States, the Federal Government, local Districts, and Higher Education—emphasizing Teacher Preparation programs as they go from "adopting to "implementing" new reform standards. 

While there is no silver bullet, Mr. McWalters believes that each and all the “levers” of reform need to be understood, supported, and directed toward the same objective: of developing a system that provides equity, access, and the means to support all students to perform at publicly-agreed-upon expectations of quality and growth.  The "Common Core" is one of those levers and is an "opportunity" for all educational stakeholders to review and align these critical levers in support of a coherent, comprehensive, and continuous-improvement education reform strategy.

A lifelong educator, Peter McWalters began his career as a teacher of English as a Second Language in the Rochester, New York public schools. He holds a degree in history and philosophy from Boston College, a master’s degree of public administration and certificate of advanced studies in education administration from the State University of New York, Brockport, and he has previously served in the Peace Corps in the Philippines.
